If they've left it ambiguous, it undercuts the message, since it makes people think, "Well, MAYBE the ends do justify the means." And if it has a happy ending -- if it looks like Veidt did the right thing -- well, jeez. Just plain jeez. I think you're right about the flaw, based on what I've heard.
